I would say Capillitas Mine, Andalgalá Department, Catamarca. The piece has a kind of stalactitic form and Capillitas gives a lot of different styles of Rhodocrosite.

99% sure that this is from Guanajuato...Cata, Sirena or Valenciana...Veta Madre at least. The fluorescence and habit are typical.
The yellow balls are probably dolomite.

It's true that it looks a lot as Chessy, but I believe is not by the botryoidal material on the rear.
