If the crystal is specimen quality, I wouldn't cut it. I have been known to refuse to sell to people who tell me they are going to buy a perfect gem crystal to cut it.
However, much of the tourmaline mined from Queen Mountain were partly broken chunks. So, if one can take a piece of broken tourmaline, and turn it into something beautiful, like a carving or cut stone, then that seems like a good thing. The crystal Mike showed as rough is not my definition of rough -- it is definitely a nice specimen.
