This is a piece of chert, or cryptocrystalline quartz. Might also be referred to as "flint". Most diagnostic feature is the way it fractures (conchoidal, or shell-like).

The "feathery" black markings in your second photograph are arborescent or dendritic ("tree-like") growths of manganese oxide. These form when water penetrates small fractures in the rock and the mineral deposits on the walls of the fracture.
