So, I’ve been doing a lot of research, bought loupes, spectrometer, and other tools to try and figure out what these are. Each test I have done points to same thing. But each person I have spoken with says something different. Basically I’m looking for a definite answer. Any help is much appreciated.

Hi, I don't think you can get a definite answer if this is ruby or not just by showing photos. Maybe you should read

Hi Beau!
My advice is: you should take a manual of gemmology and see the inclusions of these gemstones by a microscope. Moreover you can take a good refractometer (I can't tell the prices here, but I can say they are relatively cheap) and analyze the stones. Corundum has indexes 1,762 to 1,770, with a birefrangence of 0,008, uniaxial negative.

Thank you both very much for the feedback I am continually reading and studying. My spectroscope shows the black lines for the first stone as ruby and second one a sapphire, the first stone illuminates under black light and neither stone is marked by glass and both are cooler in temperature to the touch. I will now purchase a refractometer, and after reading the info in your link Tobi will be sure to respond:

I can suggest you to see the inclusions, they are decisive to see whether a gemstone is natural, synthetic or treated. I'm afraid they are at least treated, just by seeing the photos.
