It looks like quartz but I think is not a conglomerate (sedimentary origin) but a boulder of massive quartz related to igneous rocks.

Matt, you can check hardness trying to scratch a bottle glass. If it scratch glass, will be quartz.

I'll try that - the rock piles are from mining this area during the California gold Rush.

It certainly looks like quartz. With this quality, you stand a good chance of finding some nice crystalized specimens from that area. Good luck:-)
