One old trick to reduce the 'scruff' marks on many quartz-family pieces is a quick rub with mineral oil, won't eliminate them and it's not permanent.

Agreed, glass. I do have botch opal from Oregon with a similar bit of blue in it, but nothing like this. Looks like the glass pieces sold at aquarium stores for decor.
