What determines whether a big diamond is divided up or made into a big jewel? For example, why was the Cullinan cut up into nine big gems (and bipity-bip tiny ones) instead of one or two monsters?

To maximize the total weight of "clean" gemstones. Search on "Rough Diamond Planning" to understand why two or three gemstones are made from a single diamond.

Not exactly the same theme but very interesting program on CNBC, Streets of Dreams with Marcus Lemonis, Diamond District in NY, 47th Street. Season 1, Episode 1, 12/29/2020.

I had always thought it was down to the crystal structure of the initial stone and how best to cleave it, getting the best 'light' from the stones cleaved from it, and in the end, maximizing the value of the resulting stones.
But I know nothing about the subject, so that is just my conjecture

Hello,
Historically, the position of the cleavage was a decisive first step.
The problem is difficult to solve when the stone is very expensive. It takes several months of study if not more, the responsibility of the cutter is great.
I advise you to ask your question Eddy Vleeschdrager, an expert from Antwerp.
He has been a friend for several decades. I meet him regularly.
He is as friendly as possible and very helpful.
Roger.
