If natural, it is a breccia which is a rock composed of angular rock fragments naturally cemented together. But I am skeptical that it is natural, as this example has been cut.
Looking at Mr Hong's previous posting of the rock shaped into the sphere, unless this example can be proven to be found naturally, I wonder if it is just a piece of decorative flooring. Cement (or similar) mixed with angular rock fragments and then cut and used as the decorative flooring in a commercial office building or something similar.
Anyway, either a rock or man made, and not a mineral. BOB
