Are there any mineral shows/permanent exhibitions or mineral specimen shops in/around St Marie for the rest of the year before and after the June show?

I Do not think that it is the case.
Perhaps there is any kind of mining museum, but I did not hear about it

If you go to France, the best permanent exhibitions are the 3 Paris museums:
ECOLE DES MINES
MUSEUM D HISTOIRE NATURELLE
UNIVERISITE DE JUSSIEU;

and another very good one in Chamonix with marvelous alpine (not only) minerals

As far as I know there are not mineral specimen shops nor mineral dealers before and after the June Show.
